[Budget: JPY 20,000 and up] Luxury Tempura Restaurants in the Ginza Area

Tempura Kondo opened its doors in Ginza in 1991 as an independent establishment.
The restaurant features counter seating and operates on a two-hour seating system for each of four time slots. Conveniently located just a three-minute walk from Exit B5 of Ginza Station on the Tokyo Metro.
There are three dinner course options available, starting with the "Yomogi" course at JPY 21,000 (excluding tax).
Tempura at Tempura Kondo is prepared with carefully selected ingredients and features an exceptionally thin batter. This technique ensures the tempura is never greasy, allowing the natural flavors of each ingredient to shine.

The limited-quantity "Sweet Potato Tempura" is a must-try, available for separate order in addition to the course menu when offered. This impressive sweet potato, nearly 10 centimeters thick and resembling a tree stump, is carefully deep-fried for a full 30 minutes.
It is said to surpass even roasted sweet potatoes in flavor. Be sure to try it if you have the chance.

Sweet Potato Tempura
The sweet potato here is cut into large pieces, deep-fried as tempura, then wrapped in kitchen paper to steam in its own heat. As proof of this steaming method, the kitchen paper remains free of oil. The result is a fluffy, tender sweet potato with a flavor unlike anything you've tasted before.

What sets this restaurant apart is the exceptional quality of its vegetables. Each variety offers a remarkably rich, concentrated flavor that highlights the unique character of every ingredient. Even the green pepper—usually not my favorite—was so delicious here, it was a first for me.

Tempura Iwai is dedicated to delivering authentic, honest flavors. Established in 1998, the restaurant does not offer a printed menu.
Guests are served an omakase course, and according to reviews, the average budget—including drinks—ranges from JPY 20,000 to 30,000. Located on the 6th floor of a building, it is about a 5-minute walk from Tokyo Metro Ginza Station.

The "Hotate" (scallop), cooked to a perfectly rare finish, is irresistibly juicy. You can see just how succulent it is. The owner personally selects the finest ingredients at Toyosu Market each day and creates the menu based on what is freshest.
The same menu is offered for both lunch and dinner, but lunch is available by reservation only and must be booked at least one day in advance.

When Tempura Iwai moved from Ginza 6-chome to its current location in 7-chome, they installed a brand new wine cellar.
While tempura is often paired with Japanese sake or beer, enjoying it with a glass of white wine adds a sophisticated touch to your dining experience.
職人&食人
Tasting the very first tempura, freshly fried in the finest oil, is pure bliss for me. The tempura at Tempura Iwai is truly exquisite—each piece is crafted with remarkable delicacy and care. I believe this level of attention to detail is unmatched anywhere else. Here, you can truly appreciate the importance of perfect timing in tempura preparation.

Some items are fried to a light, crisp finish, while others are cooked to a satisfying crunch. Each dish showcases a perfect harmony between the delicate batter and the quality of the ingredients—truly impressive. The staff are attentive to your appetite, letting you know what will be served next, how many courses remain, and even consulting with you about the final dish. I think I managed to try everything! Tempura Ippou is a renowned restaurant with a flagship location in Osaka and a proud history dating back to 1850.
The dining experience begins with a kaiseki course served in a traditional tatami room, after which guests move to private counter seating for freshly prepared tempura. Conveniently located just a 3-minute walk from Ginza Station on the Tokyo Metro.
Photograph:maomi.S
The Yuki, Sumire, and Shun courses, available in private rooms, are priced from JPY 21,600 to JPY 29,160, with an additional service charge.
The highest-tier "Shun" course features a generous selection of 15 tempura items, along with appetizers and sashimi.

On the right is shrimp tempura, while on the left is the same, but wrapped in shiso leaf. These creative touches add to the appeal. It would be delightful to compare the flavors.
At Tempura Ippou, you can enjoy a meal in the main dining area for just over JPY 10,000, and the lunch menu is even more affordable compared to dinner.
ookur160
This is a private tempura dining experience. The tempura counter is centrally located, with seats arranged around it, creating an elegant and luxurious atmosphere. Unlike the Tokyo style, Tempura Ippou uses canola oil instead of the more familiar sesame oil, resulting in a lighter finish, in line with Kansai traditions. A variety of delicious tempura dishes follow, including broad beans, asparagus, and bamboo shoots. The fragrant shrimp tempura is served with salt, while the vegetables are enjoyed with a delicate dashi broth.

The tempura course begins with shrimp, and the shrimp wrapped in shiso leaves was truly outstanding. For the final dish, I chose tencha—tempura served over rice with tea poured on top. Established in 1913, Mochiku is a renowned tempura restaurant frequently chosen not only for personal dining but also for business entertaining.
Enjoy expertly prepared tempura in a serene and refined setting. Conveniently located on the second floor of a building, just a 2–3 minute walk from Ginza Station on the Tokyo Metro.
Photograph:頑張れ自分
Both lunch and dinner are offered with a choice of two set courses each. All are priced in the JPY 10,000 range, with an additional service charge.
The tempura is expertly fried in a rare sesame oil made using the tama-shibori extraction method, resulting in tempura with a a crisp light texture, just as it appears.
At lunchtime, the main offering is a selection of tempura rice bowls, separate from the course menus.
In addition to classic options like the "Shrimp Tempura Rice Bowl" and the "Kakiage Rice Bowl," the "Vegetable Tempura Rice Bowl," generously topped with a variety of vegetables, is also highly popular. The abundance of vegetables gives this dish a healthy appeal.
グルメな!ひよこ.
The shrimp is fresh and sweet, while the squid is tender and reveals a rich umami flavor with every bite. The sillago and flathead are incredibly light and aromatic. The vegetables also retain their natural texture, fragrance, and flavor, leaving you nodding in silent appreciation. I couldn’t help but finish the rice bowl topped with kakiage, along with the miso soup and pickles, all in one go.

Vegetable Tempura Rice Bowl
Since I had been sampling various dishes throughout the day, I wanted something lighter and decided to order the vegetable tempura rice bowl. Given its generous portion, I was concerned it might be too much, but the tempura was fried in exceptionally high-quality oil, making it delicious and easy to enjoy. I experienced no heaviness or discomfort afterwards. I learned that the oil is carefully filtered through Japanese washi paper, ensuring its outstanding quality.

At Tempura Ginza Onodera Namiki-dori, special attention is given to making tempura easy to enjoy for everyone, including serving smaller portions for easier eating.
The restaurant features only counter seating, allowing guests to converse directly with the chefs. It is conveniently located just a two-minute walk from Exit 3 of Shimbashi Station on the Tokyo Metro.
Dinner is exclusively the Chef’s Omakase Course, priced at JPY 20,000 (tax not included). The meal begins with appetizers and small dishes, followed by around ten selections of recommended tempura.
One highlight from a recent course featured sea urchin wrapped in shiso leaf—a popular tempura where cooking brings out the natural sweetness of the uni.
Photograph:yoshimin+
After the tempura course, the highlight is the kakiage. You can choose from five different ways to enjoy it, including the classic tempura rice bowl, tencha (tempura served with tea over rice), and tenbara, where the kakiage is broken up and mixed into the rice. Select your preferred style to suit your taste.
Lunch is available from JPY 5,000 to JPY 10,000 (excluding tax), making it a relatively affordable option.

[Budget: JPY 10,000–20,000] Authentic Tempura Restaurants in the Ginza Area
Photograph:銀座の夜の物語
Ten Tei, located in Ginza 8-chome, is renowned for its meticulous attention to every aspect of tempura—seasonality, oil, culinary enjoyment, and preparation. Here, "culinary enjoyment" refers to savoring ingredients at their seasonal peak, often ahead of the curve.
The restaurant features 12 counter seats and 2 tables, offering an intimate setting. It is a 4-minute walk from the A3 exit of Tokyo Metro Shimbashi Station.
Photograph:油の大将
The "Yuri" course, priced at JPY 7,500 (excluding tax), offers a generous selection: three maki shrimp, four kinds of fish, kakiage fritter, and four types of vegetables.
For the tempura, they use a premium sesame oil that is lightly fragrant, extracted from roasted sesame seeds. For an even more elevated experience, the "Sakura" course is also available.
Lunch courses start at JPY 3,500 (excluding tax) for the "Tempura Course," making it an excellent value overall. Each course includes a kakiage, which can be served as a mini tempura rice bowl or with tea over rice upon request.
You may also opt for the luxurious and generously topped "Tendon" rice bowl instead of the course for JPY 3,000 (excluding tax).

Each time a new tempura is ready, the staff kindly let you know which condiment to use, so even first-timers can relax and enjoy their meal. The first item served was shrimp. Since shrimp tempura is the classic, I was surprised to see it come out at the beginning—I always consider it the main dish. The shrimp tempura was perfectly crisp, with just the right amount of light batter. Absolutely delicious!

Tempura Masa offers a unique tempura experience crafted by a chef who honed his skills at the Japanese Embassy in Paris.

Both lunch and dinner are offered as a single course menu, starting from JPY 19,000. With a selection of alcoholic beverages that pair well with tempura, the total comes to around JPY 20,000 per person.
The course features premium ingredients such as abalone topped with caviar. The use of Western vegetables also adds a unique, creative touch.

Some guests request a special sauce to accompany the anago (conger eel), allowing them to create their own anago rice bowl by pairing it with freshly steamed white rice cooked in a clay pot.
The creative and inventive tempura is sure to delight and surprise you. You can also order additional tempura à la carte if you wish.

Another highlight is the delicious selection of vegetables, not just seafood. The thick-cut sweet potato is especially noteworthy—soft, fluffy, and naturally sweet, thanks to being slowly cooked at a low temperature. For those who enjoy finishing a tempura course with a rice bowl or chazuke, the tempura rice bowl here is a perfect choice. The kakiage is topped with a rich, flavorful tempura sauce and remains crispy and light.

For a more luxurious meal, the "Itsuki Premium Tempura Rice Bowl" is recommended. Priced at JPY 2,200 (tax not included), it comes topped with tempura made from fugu (pufferfish) and snow crab.

Tendon (Tempura Rice Bowl)
I was delighted to find two pieces of shrimp tempura in the bowl. The other toppings, if I recall correctly, included chicken, shiitake mushroom, kabocha squash, green beans, and a soft-boiled egg. I was so absorbed in eating that my memory is a bit hazy! The rich, sweet-and-savory sauce complemented the tempura perfectly and soaked into the rice beneath, making every bite flavorful. Despite the generous portion, I found myself finishing it in no time, completely engrossed in the meal.

Itsuki Special Tempura Rice Bowl
Topped with an impressive array of ingredients, including fugu (pufferfish), crab, and even whole small scallops, this bowl is truly a feast. The tempura egg is a standout as well. Served with a side of chawanmushi (savory steamed egg custard), this tempura rice bowl offers exceptional value for Ginza.

Tempura Yasuda is dedicated to serving tempura free from additives and artificial seasonings. With its unique approach to both ingredients and preparation, the restaurant offers an exciting and memorable dining experience.
Guests can choose from counter seating, which is perfect for solo diners, or reserve a fully private room ideal for business entertainment. Conveniently located just a 5-minute walk from Exit A1 of Higashi-Ginza Station on the Tokyo Metro.

The restaurant’s signature dish is "Tempura Hitsumabushi," featuring either shrimp tempura or large anago (conger eel) tempura as the main ingredient. Inspired by the classic unagi hitsumabushi, this dish invites you to enjoy tempura in several ways: with tempura sauce, salt, or as ochazuke with dashi broth poured over rice.
The anago tempura is generously sized and served cut into bite-sized pieces, allowing you to savor it with a variety of flavors.

Another highlight is the Tamago Tendon (Egg Tempura Rice Bowl), priced at JPY 500 (excluding tax). When you break open the egg tempura, a soft, runny yolk flows out.
The Omakase Course is also a great value at JPY 2,000 (excluding tax).

Located in a prime area of Ginza, Tempura Yasuda features a counter and a single private tatami room, creating a welcoming and intimate atmosphere rather than a large, formal setting. Despite its prestigious location, the prices are surprisingly reasonable for Ginza, and the tempura is exceptionally delicious. The sweet potato tempura and the unique tamago kake gohan (rice topped with raw egg) served at the end of the meal are especially outstanding. The owner is friendly and approachable, making this a truly excellent restaurant. I look forward to returning with my family next time.

Every seasonal vegetable is simply outstanding! From the appetizers to the conger eel, I've never experienced such a satisfying tempura course. The meal ends with a tempura rice bowl, served with a generous amount of savory sauce over freshly harvested, glistening rice. I can't wait to return for more of the best tempura in town.

When it comes to tempura, the classic way to enjoy it is with tentsuyu dipping sauce. However, at Yoshimatsu, their signature style is to serve tempura with salt and lemon.
The U-shaped counter seating allows you to watch the chefs at work up close. Conveniently located just a 5-minute walk from Tokyo Metro Ginza Station and also close to Toei Subway Uchisaiwaicho Station.

The "Lunch Omakase" course is priced at JPY 6,000 and includes tempura, tencha (tempura over rice with tea), and dessert.
According to reviews, shrimp appears frequently throughout the course. Since each piece is small, it serves as a nice accent between other ingredients. The tempura is served with salt and lemon for a refreshing finish.

A bowl of tencha—tempura served over rice with tea poured on top— is topped with flavorful kakiage. The gently melted fat locked in the kakiage enhances the taste beautifully.
In addition to tencha, Yoshimatsu offers value lunch sets featuring tempura rice bowls (tendon) and tempura rice balls (tenmusu) as main dishes. Each set comes with red miso soup, pickles, and dessert.

Yoshimatsu serves seasonal ingredients, with their shrimp—often offered as a refreshing palate cleanser—standing out for its flavor. Each tempura piece is small, allowing you to enjoy a variety without feeling heavy. The clientele is refined and well-mannered, creating a pleasant and elegant atmosphere. This is an authentic tempura restaurant where both the food and ambiance are truly exceptional.

I was truly impressed! Everything was exceptionally delicious. Although I remember eating quite a lot, every dish stood out for its high quality. The shrimp, in particular, left a lasting impression, and I was served several pieces—each one so good I felt I could have eaten even more. The course itself is well-composed and offers generous portions.

Soba noodles pair perfectly with tempura, and Tempura Kanda specializes in both.
Originally a tempura specialty restaurant, it has transformed into an izakaya, now offering freshly brewed sake from the brewery on tap. Conveniently located just a one-minute walk from JR Yurakucho Station, Tempura Kanda can be found on the first floor of the Ginza INZ 2 shopping complex.

The "Tendon & Zaru Soba Set," available at lunchtime for just JPY 880, offers excellent value. The vibrant green of the cha soba noodles stands out beautifully, and the tendon (tempura rice bowl) is perfectly portioned.
The menu also features tendon and set meals with large shrimp tempura and assorted vegetable kakiage as the main highlights.

If you’re particular about tempura, the "Tokumori Tendon" for JPY 1,000 comes highly recommended. It features all the classics, including shrimp, conger eel, and kakiage.
In the evening, you can enjoy a variety of izakaya dishes, including a chef’s omakase course and all-you-can-drink plans.

Tendon and Cold Soba Set
It's rare to find soba at this price—great value for money. I ordered the set with a tempura rice bowl and cha soba (green tea soba noodles). The tendon features a mildly sweet sauce, and the tempura is quite tasty. For a mini tendon, the quality is impressive.

Special Tempura Set
A luxurious assortment featuring shrimp, sillago, and conger eel tempura. The conger eel, in particular, stands out for its light and fluffy texture. The batter is crisp yet not too hard, with just the right thickness. The small side dish of nukazuke (pickled vegetables) that comes with the set is also a pleasant touch.

If you’re looking for a standout tendon (tempura rice bowl), the "Jumbo Shrimp Tendon" at JPY 1,400 (tax excluded) is a great choice. This dish features two exceptionally large shrimp that extend beyond the edge of the bowl.

A long-established restaurant, Ginza Hageten is easy to spot on Ginza Gas Lamp Street thanks to its large signboard and traditional lanterns. The exterior has been recently renovated, giving it a fresh and refined look. Inside, the basement level specializes in kushiage (deep-fried skewers), while the first floor offers tempura, prepared right in front of you by skilled chefs at the table. The walls are adorned with elegant Japanese-style art, including paintings of cherry trees reminiscent of folding screens, creating a calm and stylish atmosphere.
